What is an expert teacher? How do we become one? Is it just a matter of accumulating enough years in the classroom? If so, can anyone become an expert teacher given enough time? Lack of expertise grounds for layoffs?
Budget cuts are what usually lead to teacher layoffs. Until now the "last hired, first fired" policy has been the rule of thumb. Now, NY has decided that layoffs should be based on teacher effectiveness, or more accurately, ineffectiveness. The problem is how do we determine effectiveness?
